LED Desk Work Lamp

So I had one of those florescent desk lamps that came with one of my hot air works stations years ago and it shit the bed on me, turns out the lamp and power inverter board were toast.

I decided that I wanted to make a PCB to house LEDS in place of the bulb and so I went looking for some parts to drive the LEDs and invert the AC to DC, I found one with good power ratings but when I actually tested it it burned out 20 o the 24 LEDs. The unit was faulty and was going from 13v DC to 30v DC so I junked it and got another one which has been working so far, this has to be small so it fits at the base of the lamp.

So here are the parts I ordered to fit the lamp:
