Hmm.. something definitely is not correct here. I am only getting 3-4v out of VOUT.
Here is a video in case I did something incorrect. The first connection i tested was VOUT and the second one was VIN. VIN gets up to 4.5 something which should be fine. https://goo.gl/photos/JKZT3rDLmYrPFmbSA

Felder did recommend to first connect it to a USB power source and then test the voltage to see if there is any difference. I will be doing this and report back. He also suggested that my step up puts out 200mA which may not be enough for my screen.

Updated the other thread and it works for me.
Battery to PowerBoost to Step-Up to LCD.

Well if it's only outputting 3v it doesn't matter what mA it is. Buying a new LCD just because you got the wiring wrong is not that smart.
