Sounds like there is definitely a short in your hub wiring. Your soldering needs to be cleaned up. Is that wire on PP23 touching ground? Looks like it in the picture. Agree with @hoolyhoo. There's a short somewhere. Ideally some photos from top down would help us see more clearly. Might be worth resoldering pads, pins and doing your wiring if nothing is obvious.
