Well on a pc it works as intended but on the Pi not really. You say you've tested the chip with numerous devices but all separately I assume. check the power connections going into the pi, (the black and red wires on PP1 and PP6). Try removing those and plug it in with a micro USB only, see if that helps. Do you have photos of where those wires go on the powerboost, to confirm they are wired properly there too, if you have the polarity r...

The pictures seem okay, wiring doesn't look bad. Are you running off a battery or plugged directly in?
