Have you got a close up of your fan soldering? Have you used a multimeter to check the fan isn't shorted? The 2v5 and 1v8 are POWERED by the 3v3 regulator.. the fact that you 3v3 LED is off is the reason the others are. The fan runs on 3.3v so i'm questioning your solder on the fan :) There was a s...
