Would it be possible to carry over save data across two different handheld emulators?

Also, if anyone could give me a hand, I want to make my own handheld emulator, and I never have before and I don't know where to start, but I know what features I would want it to have. If anyone can share how they went from knowing nothing to knowing something, I would love to hear it!

I did some research into this a while ago. I think it's possible, think someone has a GitHub repo for it. Will see if I can find it
