Screen with Video Card is GLITCHING OUT

So I salvaged a Quanta Display Inc. QD141X1LH01 screen from my old dell to use in a project, and bought the proper video card for it. However, whenever I first turn it on with output from any computer, it has trouble displaying clearly. It appears as if the horizontal sync takes some time to align properly with the screen. After this, though, it seems to go back to normal. However, in some cases, the glitchyness returns. How do I fix this problem?

FYI when I first got the board, I tested it out with a 15v 500mA power supply. The board requires a 12v 4A power supply, so I thought maybe that could be the source of the problem, but I also purchased another monitor and video card that calls for 12v 4A power supply but works perfectly fine with the 15v 500mA power supply. So that made me wonder if maybe there’s a bad connection somewhere or if the board is just faulty.
