V3 will not power on from battery, and will not respond to button inputs when powered by Micro USB.

I am not fluent in the language of electronics so please use small simple words with me. When I press the power button to try and get it to turn on from internal power it will not work. When I plug the raspberry pi into Micro USB it will turn on but it will not respond to button inputs. Using my multimeter I have found that all the pads responsible for button inputs are connected to the pi so I have no idea what the problem could be.
