EDIT::

Nevermind, it seems to freeze even on power. Now all I can think is the pi is bad. I'll have to desolder it I guess.
Try disconnecting the battery and powering by Pi's microUSB.

I will try that later today. I also notice after leaving the picicle plugged in for 9 hours I never got the full battery green led to light up.

Please let me know if you have any ideas.
I dont know if you checked it, but did you checked, that polar capacitors have the correct orientation?? it may cause the problem.

I placed them in the same orientation as the guide. So I assume that is correct. With the darker strip to the + side.

Also note. I have tested the voltage of the battery after charging all night. It did not change. So the battery is not charging at all.

I have disconnected the battery. And only connected the mini USB. I see the red led only. The pi will not boot in this configuration.

Check soldering of TP4056. Was this battery previously charged?

I asked connect to the PI's microUSB.

For checking of working TP4056, measure voltage on the battery (the battery must be soldered to the board...). Then plug in the charging miniUSB. If the voltage has increased, the TP4056 is working properly. This is true for a good battery.

The battery was charged before, when I connected it, it was initailly at 4V, after all my testing it drained to 3.6V. After plugging in the mini usb for 8 hours, it stayed at 3.6V. No change. I do have other batteries to test as well.

I have desoldered and resoldered the TP4056 chip, it should be good. But is there any way to test other than a visual look. Is the solder pad on the bottom just for anchoring, or does it serve another purpose?

My mistake, I misread that. I will try that again.

I will test that tonight as well. I will send you some pictures tonight too.

I dont know specifically what do bottom solder of tp4056, but pdf manual say that it must be soldered through another side of pcb, near B button yo have a little hole for this purpose. so maybe if you didnt soldered well last time, do you have your power problem there.

I have soldered that bottom point from the start.

I have now tested 2 batteries. Both do not seem to charge.

When the mini USB is plugged in the tp4056 chip reads 5v at a few points. So it is getting voltage from the plug. But I see no change in battery voltage.

When disconnecting the battery, and plugging the pi in directly via the micro USB it seems to work better. (It let me play for 5 minutes without freezing, I did not test longer.)

Here are some soldering pics for reference.
