Hi, I am using an all in one board that doesn't have a USB hub on it, so I was wondering if I could solder a female usb port directly to the pads on the pi zero itself that are under the pi's micro usb rather than going through with the targus usb hub.

Yeah you can. I do it All the time. Solder the data wires to the test pads below the micro usb and the power wires to the pi or you power distribution strip.
