Enable Volume Wheel

Hi All,
I'm trying to enable the volume wheel but every time I attempt to SSH into the pi with putty I get a connection time out error. My network skills are really really low. Is there another method for getting the volume wheel to work?
Some command via a retropie menu or something?
I'd hate to have installed the volume wheel back board an not be able to use it.
