Teensy Help

Hello! I decided to go with a teensy for one of my builds cause I had the extra space and I still have no idea how to deal with gpio 
Now I need help figuring out how to set this thing up.
I was trying to follow Wermys instructions in his part 2 guide (http://sudomod.com/game-boy-zero-guide-part-2/) but I guess I am really dumb cause I cannot figure it out.
I have my teensy wired up to a kitsch bent v2 DMG + control panel... now what .. the arduino softwhere goes on my computer? my Pi? and so on .. I know this may seem really dumb but I am still pretty new to this whole programming thing even if its just following instructions.
