Here is what happens when i plug the mini HDMI in:

When first turned on, this is what displays on the screen

So it doesn't look like the issue is with the pi at all.
Oddly safe shutdown doesn't seem to work after the device has been booted with the screen plugged in.

Is it the software on the sd card that sends the initialize to the screen? or is it all in hardware?

It doesn't seem to go past the screen with the raspberry on it, should it?
I do think I still have the software in 'Tester' mode
