CSO - 1v8 voltage regulator LED not on during sanity check

Attempted to start my CSO build today. Followed the steps for the initial sanity check and the 1v8 LED is not coming on and when I put an imaged SD card in and try to boot it, the LCD backlight comes on but nothing else happens. Any help would be appreciated!

Can you measure the "1V8" solder hole with a multimeter (without CM attached, and with the power switch ON)? Just to prove if it's the LED being faulty (known to happen). When ON it should read 1.8v. Also, take a picture of the area under where the CM3 goes (where all the chips/regulators are)

Finally got around to measuring the solder hole. I measured 1.1V, is that correct?

Should be 1.8v.. could you put the CM3 in and do the same and measure? (you can get to the pads from the other side of board).

Could you also measure the voltage when ON for the resistors R55 and R54 (black probe to GND, and red probe to the pic shown below):
