Dealing with scaling artifacts on 320x240 screens

I was wondering if anyone has found a way to deal with the graphical artifacts shown in some games that I assume are due to scaling a larger image down to the CSO 320x240 screen. One game where it is pretty obvious is in the background of the controls explanation on Blazing Star on Neo Geo (I use lr-fbalpha). You can see what looks like vertical slices of what is normally a starry background.

*Note, this doesn't happen in every game or, at least, isn't noticeable.

I have similar issues too with the SAIO on some games, mainly arcade games. Definitely scaling is to blame, I've not fixed it or bothered much about it. Try asking Kite or I'll move this to his help area to get more notice.

I tried out integer scaling and it seemed to hardly make a difference (I like the crispness though so I'll leave it on). I can tell the image is smaller, presumably because it's no longer scaling anything up, but i still see the vertical lines. I could not find a dithering setting in the lr-fbalpha menu.
