Help with an old kite AIO board

Hello, I was able to get the first run of Kite’s Super AIO bords two years ago and just now am dusting it off to work on it. I have been following the 1.1 guide even though some of the board layout is different. I have gotten to the point where when I go to test boot with the Pi on for the first time, I am not having the USB hub light come on and thus it will not boot. I have tried some things I’ve seen on here such as jumping the ground on the board and it has not fixed. Any help would be nice, thank you
