Why are some of the GPIO not look like they are soldered? The lower Left one is a GND and it's always good to have as many GND connections as possible soldered. You are using the correct mintyPi image with this too right?

Test continuity following this image below.

update: rechecked all my connections with a new meter. Cannot get GND to have continuity with the test pad.

Then there is your problem, rewatch Wermy's build video and look at his tips about getting the solder into the GPIO with a wire or you can just solder a wire from the GND GPIO to the GND Test pad.
